Social Security Disability Insurance (SSDI) Return to Work Act
Synopsis:
H.R. 1540 adjusts disability classifications to distinguish between conditions with likely or expected improvement and conditions where medical improvement is not considered possible. Under the new classifications, individuals with temporary conditions would receive limited benefits, incentivizing them to return to the workforce, although the legislation, despite its name, does not specify ways for individuals who are receiving disability insurance benefits to “obtain rehabilitative services.” Supporters of the legislation cite the looming bankruptcy of Social Security Disability Insurance (SSDI) a program that has grown six-fold from $20 billion to $137 billion since 1970. Since 1982, the percentage of SSDI recipients returning to work has dropped from 6 percent in 1982to less than 3 percent today. Opponents contend the proposal would lead to a major loss of critical income and services for adults with significant disabilities and would increase waiting times by increasing SSA’s workload. Nearly 12 million people rely on SSDI and SSI for their income, allowing them to afford basic expenses and, for many, to live independently.
